Virtual Villagers 2: The Lost Children!?

How do you get your people to have babies? I already put one on the other and it made the kissing noise, they went inside, then they went back out and started working again! The two people already had one child, who is now 4 years old. Can you only have a couple make one child? Or do I have to keep trying again?
