Do opponents of GW theories consider rising atmospheric CO2 levels free of any harmful environmental effect?

Actually, our CO2 is only adding to the natural cycle not driving it. Yes, we should reduce our emissions but it should start with the top 4 emitters. Since three of the four don't want to address the issue and within 10 years the United States will drop to 4th even if we do nothing it makes you wonder. I have had strong AGW believers also say that China and India should be exempt for the time being.
