Can ice cold water trigger dry cough?

i have a dry cough for 3days and i have difficulty sleeping at night. i wanted to cough out phlegm but there is no phlegm coming out. i have difficulty in breathing. i been drinking cold ice water.drinking cold water trigger my dry cough. what fast action medication can you advice me to take
